I doubt there will be many obstacles for self driving cars although there will be a learning period as they are introduced. The current regulations can currently handle most causes of liability as explained by Jacob Fuest who heads up the Allianz Automotive Innovation Centre - see this article for his views and the views of U.S. attorney Andrew Garza - https://www.2025ad.com/in-the-news/blog/driverless-cars-and-liability/
The trickier question may be the ethical ones where a vehicle has the choice of actions that will result in death - for example the self drive car in a situation where a crash is inevitable chooses to crash in to situation A rather than situation B where death is a likely outcome from both A and B scenarios. How does it determine which outcome is best?
