In my opinion, SWF are primarily not software developers, although it is possible that they think otherwise. Like most other organisations, management has to adopt IT whether they like it or not. But also like most other organisations, it is possible that top management has zero (or less) aptitude for systems development, so consequently expensive IT stuffups are the norm. This is what the big banks experienced over several decades. This is the reason why proficient market disruptors such as Afterpay are able to run rings around the banks.

I agree. Also, focusing on mobile makes sense for them because thats where they can target the relatively unsophisticated 'newer' investors for whom features like real time pricing, order depth and execution quality aren't a deal breaker but a mobile app is a must.
