The JV was announced to the market on 18 December 2006.
The new head of VostGOK has just been appointed. I would imagine he would need to give the green light in order for the FS to commence. Lets give him some time to settle into his new position.
Like Uran said in the last announcement, the impediments have been cleared - or something to that effect.
