Also you can infer that by 4qtr as before Oct1. Others might infer that it means that anytime during the 4th quarter:
Example:
Velvet has arranged to meet his chum at Centrelink by 12pm. Does that mean if his chum arrive after 11.59 (ie 12pm), he is late?
