I think you're a bit confused with your $10 note analogy.
Imagine your $10 note is buried 10 metres under the ground. Do you really have $10 when you take into account all the work or money you'd have to spend getting to it?
No. Even if it was $100 you probably still wouldn't be able to get to it in an economic way. Costs matter.
