It seems that even if you raise 5M at market rates, we still have a a consistent seller/sellers @4.1 which begs the question why.
Albeit small volume, it doesn't look like it's going to rally anytime soon as 4.1 seems to be the mark.
I would have expected some sort of rally from recent positive news.
