Logically if there are more landowner, others are getting less aren't that, it only my thoughts but that is what you think, if I was a tribe and saw 2 of them getting 20% of the JV, I jump into it as well, wouldn't you??? and given land dispute has been happening for over 30 years I am not surprise.
