The problem with the "tanning agent" approach is that the medical authorities do not consider sunburn or fair skin to be a disease. For a drug to get approval it has to treat a recognised disease. Hence CUV are looking to get the drug approved for sun allergy (a recognised disease). Once the drug is approved then a doctor can prescribe it to treat whatever he wants (including sunburn, skin cancer, fair skin etc).
I think Botox took this route as well - it was approved for a particular disease and then plastic surgeons were able to use it for beauty treatments - unfortunately, wrinkles are not recognised as a disease either.
