I've heard from participants who saw no improvement in the services provided due to the increase in pricing by service providers, just as I described.
I also heard of service providers charging for items against plans that were never provided or requested by participants.
As I understand it participants have funds allocated to individual plans by the government (based on assessments) & service providers provide services & charge against those individual plans.
