I would not be surprised if Kloppers got greenie extortionists to back off holding up and disrupting some project BHP wants to get started somewhere in the world for a statement on carbon tax.
Also it provides a much higher hurdle for new entrants to almost any business and so protects BHP even further from those pesky startups (as if they needed any protection in any case, so just a side benefit).
Also, I guess he can paint himself and BHP and enviro-friendly, a bit like BP did for years.
