Has it occurred to you that Russia may have had covert Turkish approval to overfly? Turkey has its own agendas re its neighbours, but for economic and strategic reasons it treads a fine line between East and West. This is war. Best not to jump to quick conclusions. I doubt that Putin would leave a "detail" like that unaddressed.
