Actually the CPSA was set up to replace the previously poor management with better management, which they successfully did via RC, and it's the only reason this company has survived for the past 4 years.
The CPSA is assessing their options at present, and implying they are in RC's back pocket is simply wrong. There are many options available and this won't be sorted in a week or two. Imagine we may need to see the IER before a clear plan emerges...
