Well, for whatever it is worth; I actually lived in Dakar for a while when I was a young man, galavanting around the world, and I can asure you that Dakar is a bit of France with sun and black people instead of the boring, stuck up Parisians. The main avenue through the city could be anywhere in a major French town, with pleasant sidewalk cafes, and shoeshine boys pestering you. There is/was even an open air cinema, very pleasant, and lots of great bars. I never felt threatened in any way in Dakar, quite the contrary, I felt very welcome.
