El09 Thanks. Clause 14.7 (b) seems to preclude a transfer to Total for 3 years. Thus this leads to Phillip321's PE squared probably meaning pre-emption plus private equity. Negotiations between COP, WPL, FAR and Senegal Government over proportional allocations with the aim of an amicable agreement could explain the delays.
