Yes, Whisky, I reckon the translator probably misinterpreted the French word pétroliere as oil tanker instead of oil company and probably maneuvering in lieu of operating as well. I.e. what this US(?) translator was trying to say is that ‘Already, several oil companies are operating off Senegal’.
