    Why would senegal Govt be pissed with WPL? For showing an interest in the asset for sale?

    I think I might be contrarian - I think FAR and Senegal would be happy for someone who wants to make this a production asset. Depending on PE outcomes WPL might be a part of the JOA and they will all work together in the end.
