In terms of governement subsidies, the state of affairs is simple. The Russian government determines on a case by case basis whether they will subsidise a drug or not and, in consultation with the company (ie they tell the company) how much they will pay. Having a pharmaceutical (using the term loosely) approved for sale in Russia does not mean the drug is/will be subsidised. Also, the Russian governement has been pulling back on their subsidies because of the shear blowout in the health budget their pharmaceutical subsidies scheme created when it was first introduced about 21 months ago (which in turn is why the Russian pharmaceutical market is $5 billion today, rather than the $3 billion it was before the scheme.

As for Asia, Spice, I am sure that Kilroy has said they will be targeting Iceland once upon. It doesn't mean that they are actively doing it.
