Not quite - the 'big boys' only have to stop buying for a while and the retail investors will sell it down. The big boys then come back in when there are a few million that can be bought at what they see is a good price. Its simply the Warren Buffet message of transfer from the impatient to the patient, or in this case from the uneducated (in share trading) to the educated.
Nobody has to do anything illegal.
