Have you read the ASX statement of reasons? You haven't.
According to the SOR it was ASIC who gave info to and advise the ASX.
Shortly after, the ASX suspended ISX. The ASX then did some queries and found that ISX had broken a bunch of listing rules as explained in the SOR.
Now my guess is that the only reason why ISX hasn't been delisted yet is because of the pending court case. Once ISX lose (all but certain in my view) it then delisting would happen.
ISX had already been found to have broken a bunch of listing rules. Okay?
