I'm not expert on this but think the PEL can be used for coal seam gas and a mining license is needed to dig up the coal in a traditional mining operation. Having both allows you flexibility and stops somebody else getting the other license and laying some claim to the resource - this is an issue for some companies in Queensland.
But as I said, no expert onthis matter, so perhaps someone else can comment with more authority.
