I think you nailed it. My understanding is that the EBI is more for commercial and government buildings etc. I'm wondering if the corrections facility would work on a more beefed up system.
But I hadn't thought about the EBI being the delay in signing contract. If correct then we could expect a more broader ranging contract for all types of building, not just corrections. For example, roaming security drones at airfields, overnight at government facilities and commercial buildings.
