Yes this is an area that could potentially be addressed by regulation because the inconsistency, particularly with underground miners, makes it difficult to compare apples with apples.
AVO in their September quarterly stated that they did 1,318 horizontal and 97 vertical metres of 'capital development' and 1,166 horizontal and 80 vertical metres of 'operating development'. I assume 'operating development' is actual stoping while 'capital development' is access declining and driving. I doubt that the capital component is insignificant so its unfortunate that it isn't explained.
