I would take it a bit further than that redbarron, by handing in sc51 it gives the Doe time to include it in the next contract round and clearly indicates that oel are fully focused on sc55 and maybe galoc north.
If an extention is needed for sc55 it is an act of good faith handing it over in good time so that another party can pursue the prospect.
Area 7 has yet to have any serious money spent on it so the obvious target for major investment as far as oel is concerned if Doe play hardball is the Ears.

I think this decision sends a very clear message that it's Sc55 or bust and considering the Dubai co. major investment and the need for the Pines to bring in a new gas play quickly it is a well played card at the right time.
