It appears that the seller is content with 60c and every time he/she places a sell order they aren snapped up by a bargain hunter, possibly someone building a position in the company. The shares were set to rise on Friday I would have thought but were bashed back down again by the seller. It may be manipulation, it may just be someone liquidating a a very low price and someone else picking them up. One time I saw this happening and it took a long time before JP Morgan declared that they had bought in again, some months in fact. At some point a large holder may declare they have either reduced or increased their holding. Frank would know who is selling and buying , having access to the share register. If a large holder has changed or is in the process of changing their holdings he may need to give them a nudge to declare that to fulfil their obligation to other shareholders.
