from memory one of the rcr reports back in the day mentioned the possibility of a small capital raise. this is nothing new so it's sort of not a big deal as i see it.

the important thing is there is a big difference in a small capital raise at a higher share price due to a delay in uranium sales than a capital raise as a result of a stockpiling decision which happened at a much lower share price.

this is where i think quasar has a weak argument. quasar seem to be saying they are one and the same. i don't think they are.
