That passage is just totally ridiculously wrong.
For starters there is no hell, only a lower realm where a soul that has become so degraded over many incarnations ends up in a lower realm, the soul essentially dies and the entity becomes trapped and powerless, what we call soulless.
Fear is a big part of the soul degrading and being trapped in such a lower realm.
This lower realm is where the dark works from, such entities influence the minds of 3rd dimensional souls into fear greed hate and other low vibrational thoughts and actions.
The soul is immortal for hundreds to thousands of incarnations to a point of no return, to degraded, no improvement on ones souls journey back to the light.
There is no one God entity that has control or passes judgement over a souls journey, it is the soul who passes judgement on itself by continuing to degrade over many incarnations to the point the soul no longer vibrates at a vibration that naturally can exist with the vibration of love, source energy godly oneness.
