I'm not a mining professional but to me it looks like you execute the project by EPCM or you manage part or all in house using an owners team.
RWD has made it very clear that it will use EPCM. APC is planning the same apart from the installation of bores.
It looks like SO4 took on Tony and his mates to do a significant part of the project management. The SO4 project is a significantly smaller project with far less infrastructure. None of the ex-FMG guys had any specific SOP experience.
Bechtel Corp may not ultimately win the contract but if they do I think they will have sufficient clout to get the job done. They built the Channel Tunnel and the Hoover Dam. I reckon LD is big enough for Bechtel to be thinking beyond a bit of short term consultancy work.
