They should be "reinvesting" any profit into marketing and promotion at this stage, not thinking about dividends. They've proven over a whole year that their business model is profitable. Now its time to capture some more of the massive US market.
The repurchase plan is open-ended I believe in that it can be stopped or extended by management any time. We find out what they have repurchased over the March quarter when they report soonish.
I think the free float is less than half the shares on issue, so yep definitely tightly.
