Yes. I have seen the lightning storms and had to evacuate projects before the roads become temporarily impassable. The storms and rains are never constant. There are always weather windows when production can be achieved; and haven't some roads and other infrastructure(on record as being specifically undertaken to facilitate SFG/PSD?) begun to be improved; using many millions of taxpayer $'s?
I think I'd be pretty sure Gunner is kinda annoyed by SFG's current inertia.
