Star needs to prove it can operate in a responsible way free from mistakes and get it's licence back to be treated more fairly. That should be the key objective. As you have said before they just need to negotiate survival while they work towards that occurring. When they can do that, then other things should be able to be worked out. NICC is not going to help them at all, that much is obvious.
