There are plenty of outs in there for the star to undertake mass reduction of employees, and not trigger penalties.
Their revenue is dropping dramatically from imposed regulations. They will just argue those regulations have had an adverse impact, which it has even before cashless has been adopted.
They government and the NICC can explain to everyone how these job losses, are a good thing.
