I think you misinterpret the job of the NICC. It is not to care about financial modelling or economic viability. It is simply to advise and enforce the regulations implemented by the previous Berejiklian, Keane coalition government as a response to the Bergin and Bell inquiries. They do not make or change regulations they simply advise and enforce. Regulations are the sole jurisdiction of the NSW government. Prior to Bergin NICC did not exist it was liquor and gaming. Who happen to be run by the same person they appointed to run to NICC Crawford.
