Why did Saddam not come completely clean, maybe for the same reasons the US stated on a number of occassions that sanctions would never be removed while Saddam was in power.

Maybe he played bluff to some degree because he did not want those he saw as enemies of Iraq (Iran the US) to know how weak his country realy was.

One of the reasons in the report that Saddam also continued to believe it was Iraq's right to poses nuclear weapons was due to the threat posed by Iran - the same arguement Israel uses, condeming one country for this and condoming another only makes you a fool and a hypocrite.

But regardless of any bluff on Saddam's part this latest report supports the vast majority of weapons inspectors and other experts (that did not have some other hidden agenda) that have said all along that Iraq did not have any WMDs
