SHADOW cabinet has approved an emissions trading deal struck between coalition frontbencher Ian Macfarlane and Climate Change Minister Penny Wong, opposition sources have confirmed.
But it is still unclear whether the coalition joint party room, which began meeting this morning, will back the deal.
An opposition insider said the amendments included a number of welcome concessions from the Government including additional support for big emitters.
A spokeswoman for Senator Wong confirmed the Government's carbon pollution reduction scheme had been approved by cabinet and the Labor caucus.
Prime Minister Kevin Rudd and Senator Wong are expected to outline details of the deal today - Mr Rudd's second anniversary as prime minister.
The joint party room meeting started at 10am and could run until question time at 2pm.
The meeting will be a major test of Mr Turnbull's authority with the Nationals flagging their opposition to any deal and up to a third of Liberal politicians expected to oppose it.
