IMO a social democrat can be an economic conservative cougar because both those terms have very broad meanings.
Deregulation is a technical subject as it encompasses a whole range of measures from tight controls to none at all. Australia is and always has been regulated to various degrees and any discussion about regulation needs to firstly identify the particular regulation or deregulation being referred to.
