Just last week the Vic Premier visited the Port of Yangshan in Shanghai to inspect the port capabilities.
That port is a few kms from the power station that a Vic Gov delegation visited a couple of years back as seen in my 2nd link below.
The Vic Gov also recently announced they will be dredging the channel to the Port of Gellong to allow access for bigger ships.
GHD recently named Mantle Mining as being the likely first exporters of brown coal from Vic through port of Geelong in a Gov commissioned report on Geelong Port infrastructure needs.

On the 6 July 2012, a meeting between representatives of Latrobe City Council, Shanghai Electric Power and the Victoria Government Investment & Trade Office – Shanghai was held at the headquarters of Shanghai Electric Power. Those in attendance were:

The main points from the meeting are as follows:
SEP has developed an innovative technology which they claim can safely convert Victorian brown coal (they have tested and imported samples) to high rank coal and clean water with minimal waste and low carbon emissions. In essence they claim to have developed an environmentally efficient conversion process.
It has now been confirmed that the project has received approvals from the China National State Ministries, Shanghai Municipal Government and the board of Shanghai Power Ltd. SEP has a number of issues that it is currently working through in respect to establishing such a facility in the Latrobe Valley. The major issues focus on the impacts of the Federal Government’s carbon tax and the transport issues associated with getting the coal from the Latrobe Valley to China.
The Mayor Cr Vermeulen, articulated that Latrobe City Council is eager to pursue opportunities for future energy projects with Shanghai Electric Power. The opportunity to discuss potential projects and tour the Shanghai Electric Power plant during the visit is appreciated. He reiterated Latrobe City Council’s commitment to working with Shanghai Electric Power to assist where possible in SEP’s understanding of the implications of the carbon tax and in working towards an adequate logistics solution.
Following the meeting, the Latrobe City delegation was transported to the Shanghai Shangdian Coajing Power Generation Co Ltd. Power Station. Prior to a tour of the facility, a meeting was held with the following staff:

The 2 x 1,000 megawatt units were put into commercial operation on 20 January and 6 April 2010 at an estimated cost of AUD$1.2 billion. The plant is located in the west of the Shanghai Chemical Industry Park in the south of the Jinshan district. It is one of the five generation bases in the Shanghai Energy Plan. The project was completed to meet the objective of the Shanghai Municipal Government’s plan to ‘encourage large projects and discourage small energy-inefficient power plants’. The plant is the most advanced and efficient coal fired power plant in China. It has access to its own port and it is to this plant that coal from the Latrobe Valley will be transported if the project comes to fruition.
