    its a beauty.
    Govts turn a blind eye. These banks, traders, institutions rip off billions.
    Then after a while when there is plenty in the kitty.
    Govts say, hey you cheated people.
    We going to fine you. Give us a $billion.
    Fine paid. But not to those that were cheated.
    Doesnt matter. Play on. Restart.
    Is that about right? Or is that too cynical?
