We have a PM that doesn't even have the courage to express his refusal to believe climate scientists, because he doesn't have a clue how to defend his position. For Tony, it's just a left wing conspiracy, but don't ask him to explain it. Paranoia doesn't allow for explanations.
So, instead, he simply lies continuously about it, comes up with the mystical and imaginary Direct Inaction joke, which gives him a wall, albeit a structurally unsound one, that he can hide behind.
