    Dont really want to sound pessimistic but if the Chinese are reluctant to pay the upfronts,How easily are they going to pay royaltys once the panels are in place and working.
    not to mention the interest on the bridging loan has got to be mounting,Maybe the Chinese deliberately stalling thinking they can pick up the technology for peanuts sometime later.
