In all of this I thought of another question to be asked over the settlement - who was Higgins actual employer was. I waded through the legislation associated with parliamentary employment and ended up with lots of questions. The legislation was amended last year so could wander back to work out why. But it does make the rapid payout very strange indeed - my opinion - maybe others want to do some legislation hunting too
