Why increase value for share holders this way?

Does this mean that costs of developing West African resources will be beyond what they can achieve with working cash flow. Therefore they use their money to prove up the resource then hit the banks or market up for the costs of building another mine later?

So they are investing in their balance sheet, and MC, with a view to accessing more capital for future expansion? - or just increasing value of their existing shares?

It is focused, which is better than frivolous purchases on more leases. I do like that also.
