They can purchase at up to 5% over the 5 day VWAP, so if there was to be a positive announcement and the shares jumped to 20c on large volume they might not even have to wait 5 days for the SP to consolidate as the large volume at higher prices pushes up the VWAP more quickly.
So yes, as long as they are still willing to buy at the price (they may not feel the need if it hits 20c) they will still be able to buy on market at up to a 5% premium to the 5 day VWAP (which would quickly hit 20c and hence they can buy at up to 21c).
