The value of the shares at $1 is influenced by the 20 shares on issue. Profit/Equity, Earnings per share etc.
The market judges how much money (gross and net) the company turns over against total equity, total assets, total debt and so on.
If you reduce the shares on issue, then some of those measurements improve accordingly. In turn improving the attractiveness of the shares and their respective price.
