If they don't follow through with the buyback it would be disastrous for the share price. People don't trust Chinese companies as it is, let alone when they're breaking promises.
I'm sure it's on it's way we just have to be patient. Would be logical for them to try and pump the price back up to 21c per share, to keep the new investors in China happy.
