From memeory, Blackrock provide up $80m debt facility. So Pen can still use up to $58m in addition to $22m that can be drawn down from Blackrock's debt funding.
Also Pen is in the process of applying to Wyoming buisness concil for $70m in dustrial development bonds. I guess the issuance of $70m will probabaly occur post SML issuance.
