I think they mean a 4 for 1 consolidation which at 5 cents would list PKT at 20 cents and around 100 million shares. Then a placement probably at 20 cents. This explains the downward direction of the shareprice .My thoughts only and then after all this KAPOOW up she goes on good news and manipulation by the big owners. Bit of insider going on as the mill bid at 5.5 must have known what was happening to set up a gossip train.
