It's a new beginning IF the monies raised from this point on were strictly spent with share holder overwhatch, if share holders over see exactly where every $1 is spend I guarantee you 110% that this plant would be finished in 12 months time with monies raised from the placement and a deal signed for finding,

However if the monies raised is not overseen by shareholders than expect management will do a magic trick and make the funds disappear as to not change the status quo and to maintain their control of the company....

Which to my belief I think management are scared that if the plant is finished, big companies will start making bids for the company that shareholders will take and they will lose control, what I don't understand is that management have massive holdings themselfs, why not finish the plant and enjoy the rest of your time on this earth instead of dragging this thing out and not completing it as to hold onto control when there are more important things in life like family and life itself....
