On the INL Q&A Forum is a very good, and full, explanation of why the Share Placement took place and the reason for its timing.

I commend it to those who still have doubts as to its wisdom.
Amongst the information is that the penalty paid to LJCI was 20% and not the 50% that I had surmised. I am happy to stand corrected on that particular point.
