I don't think they can delay Malta. I think they have three years and need to employ 15 local Maltese to have the land and licence.
Not entirely sure but I think they were part of the conditions.
If Revenue can come in at a reasonable pace then any reason for a CR starts to recede - and certainly lessens the need for a major cash raising effort.
