Unless I’ve read incorrectly they already have the mandate to grant ~ 30 mill Performance and are wanting to get granted the maximum amount which is another 30 mill .

the maximum number of securities proposed to be issued under the Plan in reliance on Listing Rule 7.2 (Exception 13(b)), will increase from 30,000,000 Securities to a maximum of 70,000,000 securities. It is not envisaged that the maximum number of securities for which approval is sought will be issued immediately.
